Anthropic's usage policy update requires stop controls for Claude-run hardware and bans abuse of its models
Anthropic's new Usage Policy takes effect on Nov. 12; it says most changes clarify existing rules for Claude's longer, more independent work. When Claude runs hardware that takes physical actions and could injure someone, a qualified operator must be able to watch and stop the equipment, which must hold a safe state if Claude disconnects. The policy also bans sustained, needless abuse of Anthropic's models, enforced mainly by Claude ending such chats, gathers deception rules into one section, narrows the elections section, and spells out bans on weapons software and surveillance.
Why it matters
Most of the update targets misuse by people, which this index does not count. The hardware rule bears on incidents: it requires a working stop and a safe fallback whenever Claude takes physical actions that could cause injury, which limits how far an agent's mistake can go. It is a policy customers must follow, not a law, and Anthropic says much of it restates rules it already enforced.
